As dusk descends across the San Francisco Bay the 911 dispatchers prepare for the busiest time of the day, the swing shift. In a fluorescent call center, 25 civilians hold our lives in their hands while the citizens chum outside unaware of the toll it inflicts on the people in charge of getting us through a crisis.
